HTSB staff respond to communications in the order in which they are received. Duplication of inquiries may lead to a longer wait time.
Peak Application Times
During peak application periods, HTSB Licensing Specialists respond to messages, review documents, and process applications in the order they are received. Please note that applications will not be processed until all required documents are submitted. Initial processing of applications may take up to six (6) weeks; delays in receiving required documentation may delay this processing, as it is not an automatic process.

Which agency do I contact?
HTSB is a state licensing agency and a separate entity from the Hawaiʻi Department of Education, who handles all matters of employment. HTSB does not have authority over substitute teaching, part-time teaching, school administrator licensing, and school psychology. HTSB is also not to be confused with HSTA, the Hawaiʻi State Teachers Association.

Dole Cannery Shops Open-Air Parking Lot (Costco side): Entrance on Alakawa Street. Adjacent to the Costco parking lot, directly in front of the Dole Cannery Shops.
Directions to the office from the open-air lot: Enter the Dole Cannery building and follow signs to the 1st-floor Food Court. Go through the corridor to the left of Subway and ‘Olena, then turn left for the elevators. Take the elevator to the 2nd floor. Once you're out on the main floor (the ramp to the skywalk should be on your left), go right and walk straight. Look for Suite 268 on the right side of the 2nd-floor mezzanine.

Dole Cannery Parking Structure (Regal Cinema theater side): Entrance on Pacific Street. Structure across Iwilei Road from Dole Cannery Shops. You will need to pull a ticket upon entering, then pay for parking upon exiting the structure.
Directions to the office from the structure using the skywalk: Take the parking structure elevator to the 2nd floor and go through the corridor to the skywalk (stairwell and Hawaiʻi Ballet on your right). Cross over Iwilei Road and take the ramp down to the 2nd-floor mezzanine. Walk straight and look for Suite 268 on the right side of the mezzanine.
